What You Need to Know:
⚫ Recent research for the 2024 / 2025 done by United Nations Educational, Scientific and Cultural Organization (UNESCO) indicates that, 754 million adults worldwide remain illiterate, out of which, the 2024 National Population and Housing Census released by the Uganda Bureau of Statistics (UBOS), shows approximately 11.9 million Ugandans are considered illiterate.
The NRM-Leaning Independent MP Candidate Obeta Moses Drakua, who, in his campaign trails across the 8 Sub-counties of Maracha Constituency, keeps on campaigning and distributing the posters of President Yoweri Kaguta Museveni, has pledged to establish Adult Literacy Learning Program (ALLP) if he is elected as the MP for Maracha Constituency in the upcoming 15-1-2026 general election.
He emphasized this as one of his manifestos while addressing a gathering in Lamila Parish, Obiba Sub-county, Maracha District on Saturday 13-12-2025. This rare manifesto by Obeta Moses Drakua follows the past history of Lugbara people and Africans at large, where formal education was not a priority for so many decades and it left many of our grandparents illiterate with no skills on reading or writing in English language.

Photo by Osuta Yusuf, Our News Reporter.“Despite the absence of schools in those early years, I remember some organizations embarked on offering adult literacy training programs around churches in order to skill our grandparents on how to read and count figures in English”, Obeta Moses Drakua who is currently 56 years of age recounted as he promises to re-establish such adult literacy programs if he becomes the MP for Maracha Constituency in January 2026 polls.
While narrating to the crowd at the rally, a funny but realistic life experience of an illiterate elderly man who kept on saving his monies with the wife but he often ended up being cheated by the wife because he would not know the total amount of the money he saved throughout the year but would only remember the colors of the Cash Notes and Coins he gave to the wife, Mr Obeta who is a renown farmer and also a Businessman, advised the gathering to vote for him so that he would enroll those who didn't reach to mere P.4 or P.7 but are already mature or elderly, into an adult literacy training so that they will not be cheated by anyone.

Having spent most of his adulthood age in doing community services and support to the churches and mosques, Obeta Moses whose name will alphabetically appear in Number 3 on the ballot paper on 15-1-2026, plans to use already established mosque and church associations like Born-Agains, Muslims Union, Fathers Union, Catholic Action groups, Mothers Union groups among others in order to penetrate and achieve his manifesto on eradicating illiteracy in Maracha Constituency, Maracha District.This astonishing manifesto by Obeta Moses Drakua, amiably falls under United Nation’s Year 2030 Sustainable Development Goal 4 (SDG 4), and in Uganda it falls under Functional Adult Literacy (FAL) program.Stay tuned.
