OPINION: LOCAL GOVERNMENT LEADERS MUST RISE TO THEIR DUTY, STOP BURDENING THE PRESIDENT WITH YOUR RESPONSIBILITIES.

It is important to note that the current attitude and conduct of some Technical Officers and Political Leaders at the District level is costing His Excellency *Gen. Yoweri Kaguta Museveni and the National Resistance Movement (NRM) have devoted considerable time and energy to clarifying and defending Government programs, which, by mandate and jurisdiction, should be handled at the Local Government level.
Local leadership remains the primary point of contact between the Government and its citizens.
Therefore, the primary responsibility of explaining, mobilising, and ensuring the success of Government programs rests directly with District and Sub-county leadership, both political and technical.
When this responsibility is neglected—whether through complacency, disunity, lack of coordination, or corruption—the burden unfairly shifts back to the President.
This undermines service delivery, weakens public confidence, and contradicts the core purpose of decentralisation, which is to bring the Government closer to the people.
*Accordingly, all Local Government leaders are reminded to:*
1. Internalise government policies and the NRM ideology.
2. Proactively mobilise and sensitise communities on available development programs.
3. Ensure transparency and accountability in the use and management of public resources.
4. Respond to community concerns promptly to prevent misinformation and dissatisfaction.
5. Promote coordination, discipline, and unified messaging in support of national development efforts.
When Local Government leadership performs its duties with integrity, clarity, and commitment, the work of the President becomes easier, service delivery improves, and the *NRM* continues to enjoy the trust and confidence of the people.
