Parish Development Model (PDM) which is one of the NRM party manifesto pillars that is been rolled across Uganda with each Parish receiving 100m shs, has turned to be a life threatening to 3 times Oluffe Sub-county LC3 Chairperson Hon Eyotre Pontious who is currently receiving threats from some PDM Committee members at Parish level after he passed out to the community members in his Sub-county, a presidential directive regarding the new guidelines on the program.


While raising his discomfort on Monday 11-Sep-2023 during a community engagement baraza organized by Maracha constituency MP Hon Oguzu Lee Denis, the Oluffe Sub-county LC3 Chairperson said, on the other side some community members are hating them on assumption that, they are not intervening as Sub-county leaders to help them benefit from the program, but, at the same time, some PDM committee officials at Parish are threatening him for going to the church to emphasize the Presidential directive on New PDM guidelines.


Ms Tereza Lekuru, a beneficiary in Oluffe Sub-county appealed for more training of PDM officials/Committees at the parishes to bridge the gaps of misunderstandings between the officials and beneficiaries.


Another PDM beneficiary in Oluffe Sub-county appealed to concerned authorities to bring some of the PDM committee officials in the Parishes who deduct beneficiaries monies, to come and account for it.


Going by the guidelines, we are supposed to get 1m shs per person but our PDM Committee leaders only gave us meager amounts, Ms Christine Driciru another PDM beneficiary who received 300,000 Shs lamented as she asks for the remaining balance of 700,000 Shs to make it 1m shs as required by the policy.


Some of the new guidelines for Parish Development Model (PDM) include among others,

⚫ Every borrower should be given 1m Shs

⚫ The grace period for parish revolving fund borrowed shall be 24 months

⚫ Interest rate of 6% per annum for the period in which the loan is held by the borrower

⚫ Those who were given less money should be given additional money to make it 1m shs

⚫ Payment of 100,000 Shs per month per parish as an allowance for rent and bicycles repair.

Police in Arua district are investigating a case of assault and threatening violence involving the Member of Parliament for Ayivu West Constituency John Lematia and James Ariko, a DSTV technician in Arua city.
