The locals and government officials from both Arua District and Arua City have on Monday 25-9-2023 generated a sharp misunderstanding on who should take responsibility of maintaining 2km Ayiniva road which is a community Access road starting from main road at Ewuata and the same road also acts as a shortcut to Islamic University in Uganda and Arua City.
During a meeting on 23-9-2023, the community members came up with resolution that has since Saturday blocked the Arua City garbage truck from going to dump garbage at the City Compost Site which is located along that road in Ewuata village, Eruba parish in Vurra sub-county, Vurra Constituency in Arua District.
Mr Apollo Ajule, a resident of Ewuata village says, their first meeting held on Saturday 23-9-2023 was deliberately boycotted by invited leaders.
He pinned the City Authorities for failing on their social cooperative responsibilities, as he narrates a story where the garbage truck almost drove over some young children who were collecting sands on the road.
The brother of the man who sold the land for Compost Site to Arua City, Mr Ali Khulfan says, during the purchase of the land which he witnessed, there was a Memorandum of Understanding (MoU) that was drafted and signed, in which, by then Arua Municipal (now Arua City) agreed to take responsibility of maintaining the road that leads to the Compost Site.
But some years later, they abandoned their roles, Mr Khulfan added.
Ayivu Division town clerk Mr Emmanuel Angudubo who represented the City Clerk Mr Paul Batanda, says, ever since the creation of Arua Municipal into a City in 2020, they haven't received equipments like Caterpillars, Graders and Bulldozers to construct or maintain roads.
On behalf of Arua City, the Town Clerk Mr Angudubo pledged to embark on maintaining the road.
However, the Arua District Deputy RDC Mr Ham Ezama Mizamil who is a resident of Ewuata village dismissed the Town Clerk's statement as false, affirming that, the road equipments of Arua District were hired weeks ago by Arua City and upto now they are still with the City.
He promised together with the community members to mobilize money for maintaining this road.
Some of the resolutions passed on Saturday 23-9-2023 by the residents are;
1. Stop any garbage truck and Tricycles (Raxers) from dumping garbage at the site until the road is maintained.
2. If community members fundraise money to maintain the road, no garbage will be allowed to be dumped at the site.
3. Compost Site to be relocated over City Authority's failure on their responsibilities.
4. The residents and Arua District to take Arua City to court.
