No! if you are a parent or a child and there is no disagreement or refusal by one of the people involved or should be tested, you can voluntarily take a DNA test to find out if ‘those’ parents or children are really yours.
However, if one person denies or refuses responsibility, you cannot force them to just ‘do a test’. You must apply to the court to declare who the parent or child is. Part of this means that the court may order that the involved people take a DNA test to find out who the parent or child belongs to.
