The Resident District Commissioner for Arua District, Mr Okiswa Geoffrey has on this date Wednesday 22-2-2023 weighed on the delayed trial of a UPDF Officer Franco Okwi at the rank of "Private" who shot dead a 20-year-old Youth Shida Philliam on Christmas Day 25-12-2022 at Bondo Army barracks in Etori village, Awika Parish, Arivu Sub-county, Vurra Constituency in Arua District.

This happened after a misunderstanding ensued betwixt the two people the soldier who was believed to be drunk, called Shida from the roadside to go and buy for him alcohol using his own money but when the Youth said he doesn't have money, it angered the officer to shoot after the victim.

Following the death of the Youth, residents in Bondo, Arivu Sub-county became wild and threatened to retaliate the death of the Civilian, which was later on Deputy RDC Mr Ezama Ham Mizamil whom the communities only trusted to meet personally and talk with them but not any other government official.

The UPDF leadership had promised to organize Military Court Martial to sit in Arua District specifically for the trial of this suspect, which they said was gonna start in January-2023.

Mr Okiswa Geoffrey, while addressing the press today 22-2-2023 after chairing and concluding District Security Committee (DSC) Meeting said, it is perhaps from this background of the delay for the trial of the suspect that has made him as Chairperson of the District Security to raise the matter to the UPDF leadership after some communities members are keenly making followups in this office.

The RDC condemned & distanced himself and the institution of UPDF, from that shameful and babaric act of the solider (Private Franco) which he said, will have to answer for his actions as an individual.

He said, the UPDF leadership gas scheduled March 2023 as the date for Military Court Martial to start trial of the errant UPDF Officer Franco Okwi.
