When Leaders become Misleaders; A Letter to Those Against Barifa Forest Ecotourism Project by Hon Oguzu Lee Denis.

Culturally we do not talk while going but rather on return. Nonetheless, the grasp of the issues at hand by you and et all speaks volumes. Indeed Council has a role to play in Physical  planning  process and change of land use approvals but in this case, the area  already  has an approved Physical  Development  Plan 2015-2025 which zones it as a forest reserve for forestry permitted activities. The developer is not seeking to change land use. At best they could  appeal the decision  of NPPB. It will be seen what role they want to play in permit issuance  and what laws will guide them as a formal communication is awaited. I hope in all these someone  will not prepare a chicken meal for another at the expense of the tax payer and put to halt any efforts in fulfilling degazettement conditions resulting from sub judice rule and injunctive relief.

Under the Public Private Partnership, your replanning was tenable but did the Solicitor  General actually clear preplanning of a gazetted CFR without dezattement under PPP? It would be great to look at such clearance.

I heard alternative land has been acquired in Logiri. I hope the procurement was in accordance with relevant laws governing public procurement and management  of public finances and the title is freehold as required under the law.

That alternative land which is in logiri was not fully paid.

So who is telling is the truth?

I think it's better to move under Information Act 2005 and demand for documents relating to these transactions. Seems there is more than to the eyes and ears

All businesses of 10th parliament lapsed. EIA had a lifespan of 5years. It lapsed too. EIA and valuation cannot be done on property not fully  acquired. Letter from Ministry  of Water and Environment  following assessment gave 2 months duration within whick to put right all pending issues, not sure if that was achieved. According  to NFA the status remains meaning conditions were not fulfilled.

Looks like we've to start afresh

as degazettement  of this CFR before the House in the 11th Parliament

Also the earlier motion was introduced by a private  member. Under the law, only government  can move such a motion. Before a forest is degazetted, a new one must be gazetted fast.

With land in Arua District, their Council must to to a accept gazettement of a forest on the District.
