Senior Presidential Advisor Moses Byaruhanga says Arua Resident City Commissioner (RCC) Will Be Prosecuted for Corruption.





Moses Byaruhanga, the presidential advisor on political affairs, has revealed that arrangements are being undertaken for Arua Resident City Commissioner (RCC), Alice Akello, to be arraigned in court over corruption.


'I have spoken to her supervisors. She will be arrested,' he said, adding that Akello committed a criminal act when she solicited for facilitation from the business community in Arua to run her office.




'The money you are soliciting for, is it going to the consolidated fund? That's corruption.'




Under Ugandan law, all revenue and funds must be paid into the Consolidated Fund from which money is withdrawn to fund all activities of government.




Collection of the monies is done by designated government officials, of which Byaruhanga said Akello isn't qualified.




In a letter that was shared on social media with a reference, “terrorism threat during the festive,” Akello asked the Indian community in Arua City to support security with fuel to ease operations against insecurity starting on December 1.




“As you are aware some parts of the country have been hit by terrorists. Arua City being a business hub in the region, with a beehive of activities and a high crime rate is not an exception. Therefore, there is a need to beef up security in the City and border areas during the festive season. The purpose of this letter is to humbly request you to support our security with fuel to ease the operations that will start on December 1, 2021,” Akello indicated.




Byaruhanga, who was speaking at a Kampala-based radio station on Saturday, is now the second government official to publicly condemn the act of soliciting support for security operations from the Indian community.




The Minister for Presidency Milly Babalanda on Friday confirmed her office was investigating the matter and if true, appropriate action would be taken.




“My office is handling the matter of the letter purportedly written by the RCC, Arua soliciting for support for security operations from the Indian Community. It is an improper act if confirmed to be true, and appropriate recommendations will be made,” Babalanda said in a tweet of Friday.




Sources in Babalanda's office also said the RCC had been summoned to explain why she was soliciting support yet the relevant offices were fully funded for such operations.
