Here is Why President Museveni and the Government of Uganda Must Abolish Professional Standards Unit (PSU), a Displinary Unit in πŸ‡ΊπŸ‡¬ Police Force.

This evening 5:05pm Saturday 27-11-2021 as i decided to board a public taxi that was heading to Arua, from Moyo District, reaching around Kijoro Poo before slowing down to River Enze Bridge, the Traffic Police officers of Marach District who often stage their roadblock around that place,  stopped the taxi we were driving in.
The driver started wondering why would these officers stop the taxi!
On stopping,  the smiling  traffic officer and the police, a one called Drambele who are both attached to Maracha District Central Police Station (CPS) picked and brought for the driver a banana they had bought for themselves.
The driver received the banana with thanks.
The passengers in the car were all excited and thankful for the love and character exhibited by the two officers.
A Topic for discussion in the journey was picked from that act of the Police officer Drambele and the Traffic officer.
The passengers gave in their varied opinions but i had to categorically state mine this way; 1. If 80% of the police officers in Uganda behave and have the same character like that of Officer Drambele and his colleague, then our Uganda Police Force would have a better Police-Civilian relationship than that of this decade where the hate was worsened by the Covid-19 Lockdown and our force would also not be infiltrated by "Bean Weavils" in President  Museveni's words.
2. The image of our Law protection agency (UPF) would not be tainted upto the international scene most especially  with the evolving Technologies, Gadgets and in a Dotcom World, where, concerned citizens actually on daily basis take photos and record the  misconducts of our Police (UPF) and Soldiers (UPDF) in the line of duty and they post them on internet.

3. It doesn't matter if such an errant officer (Police or Soldier) is arrested and punished, his or her misconduct will cause for our country a damage if not Diplomatic / Political,  it may impact Economical / Tourism.

4. As a country that is striving to develop and get rid of "Corruption " / "Bribery " , i  think it is just high time the Arms of the Nation especially Executive,  Judiciary and Legislature seriously take these issues of Bribery and Corruption in UPDF / UPF into their hands and punish or suspend any officer involved or accused in Corruption / Bribery allegation regardless of if the evidence is enough or not, instead of leaving these critical cases to be handled within the force's Professional Standards Unit (PSU) which rarely in a year succeeds to investigate and punish or suspend corrupt officers.
The PSU appears to be Toothless concerning the fight to weed out criminality in our security forces.
You go to regional police stations to find out if have investigated and succeeded in prosecuting 20 cases of Police misconducts in this year 2021 alone and yet there are at least 5 cases of Police misconducts happening regionally in every three months but because majority of the citizens do not know what the law says or how they should deal with Security officers who extort money from them or threaten them, they fear to report the cases and those who do report their cases always don't get justice  because it is really very hard to report a Police officer to a fellow Police officer and the matter is taken seriously with punishment or suspension!
That kind of cases often end up with the superior Officer or the Commander advising the Junior Officer (who is Suspect in this case) not to repeat such a crime!
As long as the Junior Officer (Suspect) salutes and agrees to the commands /  advises  of the superior (Commander), the case of the civilian dies there and the rest will be history.

Therefore,  on behalf of other patriotic citizens,  i would like to thank Corporal Drambele, his colleague (the Traffic officer appearing before him in the photo) and few other police officers and soldiers who are serving our great nation Uganda with Honesty,  Love and Diligence.

Please, IGP Ochola Martin Okoth, Police promotions board and the rest of the other Police commanders heading different Units in the force, if there are going to be some promotions in Police,  Corporal Drambele and his colleague deserve promotions.

#Thanks.

Yours #osutayusuf
