PRESIDENT YOWERI MUSEVENI SUMMONS NRM MPs FOR A RETREAT AS HE INSISTS ON AMENDING LAW TO SCRAP BAIL FOR CAPITAL OFFENDERS.

Greetings Ugandans and Africans.

Am entailing this little missive over the proposal by President Museveni to amend the Law on Bail application especially for Murder, Aggravated Rape and Defilement Suspects.

First and foremost, will President Museveni and the MPs start the amendment by repealing the Law that says "Suspects" in Uganda; "Should Be Charged / Produced in Court in Not More Than 48 Hours" and  "Suspects remain Innocent Until Proven Guilty by Court" ❓.

Before the NRM MPs move to second this amendment, i beg they should first think twice and ask themselves; 1. How will the impact of this Law be ❓.

2. Who shall be the victims of this Law! Suppose it's you or any of your relatives, how will you feel well knowing you or your arrested relative is completely innocent but is just suffering the fate of bad legislation ❓.

3. How speedy shall the trials of the arrested Capital Offenders be to ensure their innocence is (are) proved by the Courts of Law within short durations from the time (date) of their arrest ❓.

4. Regarding the challenges in number of Judges in the Country and Case Backlogs, will these kinds of Laws cripple the Wheels of "Justice" ❓.

5. How will it be determined that, the person arrested and denied Bail is Prime Suspect who committed the Murder or Rape ?.

6. Assume later on after the Trial, the Person is found to be Innocent and yet he or she has served Jail for some time without commiting the alleged Crime ❓.

7. What would be his or her remedy; Financial Compensation or Nothing ❓.

All these should be put into consideration before taking steps to amend that Law.

To be Continued....
