THE DECISION TAKEN BY NRM CHAIRPERSONS OF COMMITTEES IN PARLIAMENT TO REJECT FORMATION OF CONSTITUENCY TASK FORCE NEEDS APPLAUSES - BY MATUA JOB RICHARD.

- Dear Ugandans, I am profoundly grateful to hear that a section of NRM MPs have turned down the suggestion of forming Constituency task force in preference to Constituency Development fund.
- As one of the many strong critics of that suggestion, I take this opportunity to thank the NRM MPs and particularly Chief Whip Hon Ruth Nankabirwa Ssentamu for their wise decision. You cannot be beaten twice and fail to learn. The injuries inflicted by the first theft of Public money are still fresh and to proceed to add on the injuries is very bad.
- I also thank the public for standing United and Completely rejecting intimidations by some few unscrupulous MPs supported by the Speaker Hon Kadaga.

I want everyone to know that President did the right thing by Condemning the MPs. 
I also want everyone to know that the few MPs who went to meet the President did so on their own lobby but NOT on the invitation to the President. It is wrong for these MPs to continue misusing the name of the President I this saga. Their claim that the President suggested for formation of Constituency task force is extremely dangerous. It pushes blame on the innocent President who was put under duress by the MPs. This blackmail of the President by Corrupt NRM MPs must stop.

- Going forward, we must seriously review the functions of MPs. I have intensely revised the 1995 Constitution of Uganda and particularly chapters 1,2,3,5 & 6.
I was particularly happy to see article 70 which describe my most preferred system, the most suitable Movement Political System, which emphasized individual merits. This business of wrong doers flucking into Parliament using Party support could least happy in our correct movement System of Governance.

Therefore, I put forward the following suggestions for public discussion;

1. The number of MPs should be reduced to ensure election of Competent people, enhance quality of debate, provide enough resources to ensure high quality Delivery. 
This will also reduce Financial Burden on tax pays caused by unnecessarily big number of MPs.
Each district should be represented by 2 MPs( 1 male and 1 female).
This will also promote gender balance. All other Interest groups like Army, the PWDS, YOUTHS etc must have equal composition in terms of male and female representatives.
This requires amendment of Article 78(1), (a), (b), (c), (d).

2. Return to Movement Political System which emphasized individual merits. 
Justification:
- Under this system, politics was not so much commercialized. Many competent but financially Challenged people were able to compete and win.
- This confusion created by party politics was not there. 
- This will also eliminate the so called caucuses which are turning into a pseudo Parliament undermining debate in the real house.
- This will ensure election of Nationalists and Patriotic People than having hackers  or dealers in a house of Representatives.
- This will redeem the tarnished image of the Parliament.
- Above all Majority of Ugandans have never understood the real dotrine of the current Multi party Political System 15 years after it was restarted.

3. The Speaker of Parliament and Chief Justice should be elected by all Ugandans.
- This will ensure that the leaders of the three arms of government are directly answerable to the people and must work in the greater interest of the people.
- This will prevent impunity done by Speakers in Parliament on premise of being selected by Parties.

I once again thank these NRM MPS who agreed to avoid creation of the Constituency task force. You did the right thing and I thank you for that.

Ambassador Angualia Richard Perished in a Fatal Accident.

Former Uganda's Ambassador to Egypt, Ambassador Angualia Louis Richard has been reported dead this evening 5pm 28-7-2025 after he was involved in a head-on collision accident with another motorcycle rider near Abi Farm, Ayivu East Constituency in Arua City. 📸: Photos from the scene of the Accident. Courtesy Photos. He met his death this evening while riding on a Bajaj Motorcycle. Amb. Angualia, who contested in 2011 for Maracha County but lost to Hon Alex Onzima Adrooa. In 2016 when two Constituencies were created in Maracha District, carving Maracha Constituency and Maracha East constituency, Ambassador Angualia contested for Maracha Constituency MP position in 2016 but lost to Hon Oguzu Lee Denis. Lab Student Drowned, Body Missing in Rokoze Lake in Nyadri Sub-county, Maracha District.

Photo by #Information_is_Power's news reporter.  This afternoon Friday 5-December-2025, a student from St Joseph Laboratory Training School in Maracha hospital, a one  Araku Denis drowned in Rokoze water body in Nyadri Sub-county and the  body has not been retrieved upto this night as the police and residents searched for it and in vain but they are expected to resume retrieving it tomorrow Saturday 6-December-2025. 📸: Photo of the deceased which we captured on his phone screen this night.
