Greetings fellow WestNilers and Ugandans.
I treasure this moment to pen an opinion about my experience in working with Mr Okiswa Geofrey, the outgoing RDC of Arua District.
Mr Okiswa, who was transfered and started working in Arua District on 18-November-2022 until 19-August-2024 he got transferred to Alebtong District during a Countrywide reshuffling of RDCs on 19-August-2024.
WHY THE TRANSFER OF MR OKISWA GEOFREY IS A PAIN TO MANY.
Mr Okiswa Geoffrey, a very transparent public servant, when he came to Arua District, he didn't only befriend his colleagues at work place but he went beyond miles to befriend people outside of his profession and duty station.
To me and my colleagues in the Media, if there was a day Mr Okiswa Geofrey turned down any of us from interviewing or covering him, it's a lie.
Even if how sensitive the matter would be, Mr Okiswa would use his wisdom coupled with experience to figure out a response to be given to us journalists in any interview.
Those who ever worked with him or might have come across him, can testify that, Mr Okiswa is one of the few jolly and friendly RDCs in Uganda.
In his 21 months (1 year and 9 months) of service in Arua District, we enjoyed, liked and felt his working style which was streamlined by Coordination, Communication and Cooperation (3Cs).
He is one person who would say no to corruption, no to laziness, no to shoddy work and no to negligence.
If transfers were done by us, we would have stayed the transfer of Mr Okiswa Geofrey, but as the proverb says, “The best Player will always have to leave the stage”, his coming and going is fulfillment of a prophecy, through which, his presence alone acted like a yardstick and he left no stone unturned in Arua District.
It's from this background that, the transfer of Mr Okiswa Geofrey is a pain to us in the Media and many other people in Arua District and WestNile region at large.
WHY THE TRANSFER OF MR OKISWA GEOFFREY IS A TRANQUILITY.
To many who feel pain over the transfer of RDC Mr Okiswa Geoffrey, there might be some few people that behave like wizards and night dancers and they are celebrating his transfer.
Not surprising, this category was prophesied in the Bible, that, there might have been some few people who pretended to love me, as it is described in the book of Jeremiah 17:9, “That above all who can understand the heart of man! It's very deceitful”.
I also feel happy over his transfer that he came to set a standard on how one holding that position should behave, work, collaborate, coordinate and cooperate.
From me and many of us who worked with him and liked his work method, we wish Mr Okiswa Geofrey a safe journey and successful work in his new duty station in Alebtong District.
