Dear. Hon Oguzu Lee Denis
I do appreciate the bold step you have taken to move a private member's bill to amend the above Act. I take you as a very intelligent legislator and I am always eager to hear your submissions and those of Hon. Jonathan Odur ( Owekitibwa).
When the 2 of you are not in Parliament I miss you.
After the Exhibition on Parliament I took time to download the Act that guides the Operation of the Parliamentary Commission. I took time to read through and I was planning to write my sociological analysis on the same but I was caught up with other things.
I urge members to take time and read through the Act ( I will send a copy after my write up)
Whatever mess we are going through now is because of this old Act.
Actually when LOP and PM complain abouth their exclusion from the Commission meetings they act out of order because the Act does not take care of them.
It is not surprising therefore, that undemocratic decisions are made as we watch. Parliament is under siege under undemocratic decisions and MPs are at the mercy of the powers that be.
While the current leaders may enjoy the privileges under the current Act we should not forget that we won't be in those positions for ever.
We should make laws that are good for all of us whether we are in power or out of power. As the saying goes' what goes around comes around'
This makes me wonder or ask: When did we allow multiparty dispensansion?
How come this Act was never ammended to incorporate the new developments? Why has it taken that long?
Are MPs aware of the various legal Frameworks that need to be ammended?
Can we identify those legal Frameworks?
What is the role of the many brains of lawyers at Parliament? Cant these legal brains at Parliament advise members or they prefer seeing us swin in ignorance ?
Are members conversant of the legal regimes that need to be ammended?
Are all Acts that have been passed by Parliament over the years still relevant?
How do we know the practicality of these laws?
Where are the rules or guidelines for these laws to be operationalised?
Should we continue to pass laws without guidelines? Which guidelines are judges using to make their judgements ? Which caselaws do we have to refer to?
