Supplementary Budget; Government Seeks for Shs 3.5 Trillion.

The Ministry of Gender, Labour and Social Development is seeking Parliament's approval a supplementary budget of Shs 2 Billion that was used to renovate Gaddafi National Mosque, despite a recent court order putting up the property for sale in order to facilitate the recovery of Shs19Bn loan the Muslim leadership had procured from businessman Justus Kyahabwa.

The details are contained in the Shs3.5Trn supplementary budget laid before Parliament by Henry Musasizi, Minister of State For Finance in which Gov't is seeking for Parliamentary approval of Shs1.574 Trillion spent within the 3% legal limit before Parliamentary approval and Shs1.926Trn prior to approval of Parliament.

State House is also seeking for Shs 485 Billion for classified expenditure, while the Ministry of Defence is seeking for Parliament’s approval to spend Shs1Bn for the construction of the Military museum, and the Ministry of Public Service wants Shs12.098Bn for the payment of arrears for money lenders association.

Gov't through Uganda Development Corporation agreed to give to businessman Sudhir Ruparelia Shs37Bn, for the construction of Munyonyo Convention Centre to replace planned UDB loan. This money will be an addition to the Shs86.4Bn he had earlier received this year for this same project.

Gov't is also seeking for Shs9.467Bn to inject in Soroti Fruit Factory, despite the same Government making pronouncements to sell the factory to a private investor due to mismanagement.

In the Shs3.5Trn supplementary budget, the Ministry of Health is seeking for Shs2.7Bn for the supervision costs for Lubowa specialized Hospital, as well as Shs22.934Bn for payment of arrears for medical interns.

Ministry of Lands, is requesting for Shs5Bn to compensate three kingdoms including Shs2Bn for Bunyoro Kingdom, Shs1Bn, for Tooro Kingdom and Shs2Bn for Tooro Kingdom.

Still in the supplementary budget, Gov't is proposing to spend Shs24.883Bn for the revamp of Uganda Broadcasting Corporation (UBC), while Uganda Prisons is seeking for Shs79.471Bn to feed inmates across the various prisons in the country.

Police in Arua district are investigating a case of assault and threatening violence involving the Member of Parliament for Ayivu West Constituency John Lematia and James Ariko, a DSTV technician in Arua city.
