Maracha County MP Hon. Oguzu Lee has written to CAO Maracha District to explain why the district hasn't utilized Ugx 250m, part of the 1bn grant meant for road maintenance.
In the letter dated 2nd October 2023, Oguzu drew the CAO's attention to previous return of funds to the Consolidated Fund which he says derails service delivery. In his letter, the MP pursuant to reporting provisions of the Public Finance Management Act requested to be availed with Quarter 1 reports so as to evaluate budget performance of the District in the quarter. "The budget execution circular for FY 2023/24 requires accounting officers to be held responsible for failure to execute the budget in a timely manner and in accordance with approved work plans," the MP noted. Many implementers have been querying decision of Parliament with regard to the reallocation of the grant. He however clarified that parliament moved under rule 222 of Parliament's Rules of Procedure to review an earlier decision to reallocate the Ugx. 1bn grant from road rehabilitation to maintenance. "It's within Parliament's to reallocate funds from one vote to another," the MP asserted. Oguzu further observed that initial guidelines from Ministry of Works allowed for lots of operational expenses which would have reduced the amount of money available for actual works. With utilization of this grant under URF, operational expenses have been capped at 5% of the total resource envelop. This has helped minimize waste. Oguzu asserted that his move write to the accounting officer is in bid to ensure Maracha remains on course to becoming a model District. He urged the CAO to provide him with a roadmap for start of works and to clarify on reluctance of the technical people to implement decision of Parliament and District Roads Committee.
Honourable Oguzu Lee is one of the best, highly ranked MPs in Uganda, and was the 2nd best in West Nile in the recent scorecard.
