LC1 CHAIRPERSON STOPS MEETING TO INSTALL CHIEF IN AMBALA ARINGA KINGDOM.

The LC1 chairman for Migo cell, Mazanga ward in Kuru town council, Aringa central constituency - Yumbe District, Mr Obote Kassim has on Saturday 8-July-2023 stopped a meeting to dialogue and install the Chief of Ambala Aringa kingdom, citing bias and lack of quorum.


The actions of the LC1 Chairman Mr Obote who was delegated by his colleague LC1 of Maza cell which hosted venue of the function, left everyone in the meeting including the interim Chief Nasur Acikule, the Chiefdom speaker Prince Adam Drigo Muhammad  and council of elders seeking for permission from him before expressing their dissatisfaction over his decision and grievances arising from the two scrambling parties ( Saidy Nasur Okuti  🆚️  Acikule Nasur).



Mr Kassim upon given the opportunity as LC1  to open the meeting by  welcoming people, instead ended up stopping the meeting, insisting that, the meeting lacked quorum and has bias arising from the absence of Mr Saidy Nasur Okuti.


He noted that, he was left wondering when he arrived at the venue of the meeting and he found only less than 40 people present inclusive of council of elders and worse enough, the aggrieved party was absent.


My dear people, i do not want to be part of this kind of turbo that is about to be committed, Mr Kassim stressed before moving on to stop the meeting.


Mr Ezama Ham Mizamil a subject of this kingdom who sought for permission to speak from the LC1 Chairman, castigated the elders in entire Ambala Aringa kingdom for cowardizing and not been able to handle conflicts of this nature.


Aliapi elder Mr Noah Awoyo said, leadership can not be taken by force, and he promised never to attend any meeting that will be scheduled to address this impasse.


Another elder of the council Mr Apayia who also used Mr Ezama Ham Mizamil's session to present his concerns, vowed to resign his position in Ambala Aringa kingdom elders council because of all these confusion and mess.


However the decision of the LC1 chairman which was triggered by the infighting between the two conflicting families, prompted the council of elders to schedule a date to dissolve and disqualify the two families from ever occupying any position in Ambala Aringa kingdom.



What does the law say about installation of a traditional or cultural leader ?.


The traditional and cultural institutions Act 2011, section "4", subsection 1(a) and (b) says;


4. Institution of traditional or cultural leader.


(1) A traditional or cultural leader may be instituted in the

following ways—

(a) in accordance with the culture, customs and traditions of

the people to whom it applies; or

(b) in accordance with the wishes and aspirations of the people

to whom it applies, through a resolution of not less than two

thirds of all members of the district local councils and sub

county local government councils respectively in the area.

(2) The institution under sub section (1) shall be communicated

in writing to the Minister.


5. Installation of traditional or cultural leader.

(1) A person may be installed as a traditional or cultural leader

in any area of Uganda if that person derives allegiance from—

(a) birth; or

(b) descent,

in accordance with the customs, traditions, usage or consent of the

people led by that traditional or cultural leader.

(2) A person shall not be installed as a traditional or cultural

leader unless the person derives allegiance from birth or descent in

accordance with article 246(1) to (6) of the Constitution.
