INSTEAD OF HOLDING BYABAGAMBI AND OTHER SUSPECTS NAMED IN THE PROBE REPORT ACCOUNTABLE, MUSEVENI SIMPLY TRANSFERED AND APPOINTED HIM AS THE MINISTER FOR KARAMOJA AFFAIRS. Former minister of state for works transport, John Byabagambi and his immediate boss Abraham byandala were implicated in abuse of office and causing financial loss of more than shs 30billion inthe construction of Tororo-mbale-soroti road. A UNRA report released on may 26 2016, accuses the two ministers of allegedly directing the reduction of the width of the road from nine metres to only six metres! A report of the commission of inquiry into UNRA activities revealed that ugandan taxpayers lost a staggering shs 4 trillion in dubious payments , fake road projects, etc between 2008 and 2015. Uganda civil society organisations should on behalf of powerless ugandans, demand the immediate resignation of the people implicated inthe above fraud.

Our Lives begin to end the day we become silent on issues that matter. The penal code act is a law enacted to bite the poor and the powerless Ugandans.

Under section 138 of the Act, “prostitute” means a person who, in public or elsewhere, regularly or habitually holds himself or herself out as available for sexual intercourse (political manipulation and deal making?—emphasis mine) or other sexual gratification (such as lifting term limits?) for monetary or other material gain, and “prostitution” shall be construed accordingly. At this rate I hope you won’t call our beloved parliament and State House a brothel considering section 137 of the Act’s definition of brothels, “Any person who keeps a house, room, set of rooms or place of any kind for purposes of prostitution commits an offence and is liable to imprisonment for seven years.” That said and your deployment of figurative speech understood by students of literature like myself, our parliament has some really decent and fine ladies and gentlemen, some of the finest you can find in the region. Minimal budget allocated for health and education.

But how many poor Ugandans have died and the parliament approves the budget with minimal allocation to health and more to state house. So instead of MP's asking for cars, iPods, medical insurance and others know that some Ugandans also need such things in life.

This is the body of the departed Toroma county legislature Cyrus Amodoi Imalingat lying on the floor of hospital. He succumbed to injuries caused by being involved in a motor vehicle accident . Meanwhile in the parliament they have failed to address priority issues of having a functioning emergency health services in all the region to cater for such tragedies. His life could have been saved if our MPs concentrated on key issues rather than prostitution. Rest in peace. ...............................................................
