I am very glad to have presided over the signing of a memorandum of understanding between the leaders of West Nile Cooperative Union and the officials of Glovag-Agri which is aimed at promoting commercial food crop production in West Nile. The 30 years partnership was signed at the union's headquarters at Wandi trading centre in Katrini sub county, Arua district. During the function, the over 30, 000 farmers affiliated to the union vowed to abondon tobacco production which was monopolized by the BAT and instead start planting crops like sorghum, maize, ground nuts, simsim and soya beans on commercial basis courtesy of the new company. I thank the farmers for taking this decision which is in line with President Yoweri Museveni's continued appeal for the people of West Nile to stop growing tobacco. I also thank Joel Aita, the main brain behind the Glovag-Agri company which will support these farmers in market linkage, seed provision and inputs. On my part, I will try my best to

The Internal Security Organisation (ISO) Director General Col Frank Kaka Bagyenda has said he cannot waste his time on Members of Parliament accusing his organ of torturing victim. “In the bush war, I was the intelligence officer of the mobile brigade that captured Kampala but I never tortured anyone. They can vilify me but I want witnesses to come and pin me on torturing them,” Kaka said in an interview this week. “Torturing suspects is not part of our standard operating procedures and in fact, if it was so, I would have started with Sobbi(Paddy Sserunjogi).” He further revealed that some MPs are ignorant because it is not their professional area. “The other day they went to see safe houses, did they see them? The government party, National Resistance Movement, wants electoral laws amended to specifically permit the Uganda People’s Defense Forces (UPDF) to support the Uganda Police Force in providing security during elections. The proposal was one of a host of proposals on various electoral laws presented by the NRM Secretary General, Justine Kasule Lumumba, to the House Committee on Legal and Parliamentary Affairs on Tuesday, 17 September 2019. The Committee is carrying out consultations on the Presidential Elections (Amendment) Bill, 2019; Parliamentary Elections (Amendment) Bill, 2019; Electoral Commission (Amendment) Bill, 2019; Political Parties and Organisations (Amendment) Bill, 2019 and Local Governments (Amendment) Bill, 2019.
