Over 100 MPs Who Didn’t Say a Word In 2017 Named The Hansard shows that ever since the 2nd session of the 10th Parliament started in June 2017, out of the 445MPs (excluding the Speaker and Deputy Speaker), 107 MPs didn’t say a word on the floor of Parliament and 64 of them only spoke once in the 35 sittings.  For the last 6 months of 2017, since the 2nd session of the 10th Parliament began, over 100 legislators didn’t say a single word on the floor of the House. This is contained in a special report compiled by the Kampala Post basing on archives from the Hansard- the official report of Parliament that records all parliamentary proceedings including each MPs’ contribution in terms of speech in plenary or committee meetings.
