Arusha, (TZ): The East African Court of Justice (EACJ) has handed down a judgment in the case filed by a number of civil society actors that sought to challenge the construction of the East-African Crude Oil Pipeline (EACOP). The actors including the Africa Institute for Energy Governance (AFIEGO), Natural Justice, Centre for Strategic Litigation, the Centre for Food and Adequate Living Rights (CEFROHT) Limited, in November 2020 filed a case against the governments of Uganda and Tanzania, and the Secretary General of the East African Community (EAC), challenging the construction of the EACOP at the EACJ. The applicants wanted a temporary injunction to stop the construction of the EACOP until the questions of environmental, social justice, and climate justice concerns raised in the case were heard and determined. The Court sitting in Arusha on Wednesday ruled on the preliminary objections raised by Tanzania’s solicitor general. The court uph

Central Intelligence Agency (CIA) warns staff about social media posts after senior officer shares pro-Palestinian image.

WASHINGTON — The C IA has sent out an internal email cautioning employees against posting political messages on social media after a senior officer posted a pro-Palestinian image on Facebook. The email to staff members was “simply a reminder of existing policy,” a U.S. official told NBC News. The warning was issued after the agency’s associate deputy director for analysis posted an image depicting a man waving a Palestinian flag that is sometimes used in commentary critical of Israel. The Financial Times first reported on the social media post. The career analyst who posted the image has not been disciplined, a person with knowledge of the situation said. The analyst has “extensive background in all aspects of the Middle East and this post was not intended to express a position on the conflict,” the person said. The analyst also has posted messages condemning antisemitism, the person added. Recommended A CIA spokesperson said in a statement: “CIA offic

CAN YOU SUE A DRIVER WHO CAUSED A VICTIM EMOTIONAL DAMAGE ?.

📸: Unsplash. Ana was invited by her boyfriend for a date. She suspected that he had prepared a surprise for her. She jumped into a taxi and went to visit him. On coming out of the taxi, she was so excited about where she was going that she forgot to look both ways on the road. A speeding truck came from the right while she was crossing in the middle of the road. When she saw the truck, she was in so much shock that she could not move. She saw her entire life flash before her eyes, she thought she was going to die. She just fell to her knees in the road, put her hands on her head and screamed loudly. The truck driver was hooting very loudly, and people had gathered and were screaming as they observed what was happening. Thankfully, the truck stopped right in front of her, and she was not harmed physically.     However, since that day Ana cannot sleep, she keeps seeing that moment in her dreams. She has lost peace and weight because of the emotional trauma of nearly dying, s

Tororo District Woman MP Sarah Opendi Defends Her Alcohol Bill, Insists, it Will Reduce Poverty and HIV Prevalence.

Secretary to Treasury, Ramathan Ggoobi has cleared Sarah Opendi (DWR Tororo) to proceed with the enactments of the Alcoholic Drinks Control Bill 2023, after he issued a certificate of financial implication, indicating that her bill won’t impose a charge on the consolidated fund. "Just yesterday, I saw the letter from the Secretary to Treasury, in response to our request for the certificate for financial implication and he did respond, but this has been overtaken  by events, because we had to rely on our Rules that give the MP 60days. And so, when he responds now to give me a certificate, with comments, it is beyond the 60 days rule. But the certificate was issued and it clearly shows that that there is no charge on the consolidated fund,” said Opendi. She made the revelation while appearing before Parliament's Health Committee to defend her Alcoholic Drinks Control Bill 2023. While appearing before

Mityana Municipality MP Zaake Requests Investigation Into His Case be Halted Until Boycotting Opposition MPs Resume to Parliament.

Francis Zaake (Mityana Municipality) has asked the Rules & Discipline Committee to halt investigations into allegations that he used derogatory words to attack Juliet Kinyamatama (Rakai DWR), until the ban imposed by Speaker Among on Opposition MPs not to attend committee sittings for boycotting plenary sittings is lifted. Zaake made his request through his lawyer Elias Lukwago who said that following the pronouncement of the ban, Zaake isn’t in position to take part in the Committee proceedings to which he is a key witness. Lukwago said, "If he is to appear here as a witness, the lawyer has to be here. The lawyer can’t be a witness because he is being investigated as Member of Parliament, he isn’t being investigated, he isn’t being investigated as an outsider or stranger." However, Lukwago’s request was met with protest from Charles Onen, Vice Chairperson Rules Committee who insisted that Zaake was appearing as a witness not MP before the Committee, an asse

AM I ALLOWED TO PAY MY LOAN BEFORE THE AGREED TIME?.

📸: Unsplash. Last week, God finally smiled at Kyobe. He bet on 7 football matches and guessed the correct scores and winners of all of them. He won 32 million, and being the ‘responsible’ person he is, he hurried to his bank Kafufu Bank LTD, on Monday to pay back the loan of 13 million he got in August. To his surprise, the bank refused to take the exact amount that was the balance and insisted that he keep paying slowly until next year as agreed. Kyobe is tired of that loan and wants to know if he is not allowed to repay his loan earlier than agreed.    WHAT DOES THE LAW SAY? According to the law, people are allowed to make any contract between themselves as long as it is not for something illegal, and the law or government will not interfere with them. This includes things such as getting loans and borrowing money.    When a bank gives someone a loan, they plan to make a profit on that loan through interest (a certain amount of money a person pays to the bank on top of

(Photo Illustration by Pavlo Gonchar/SOPA Images/LightRocket via Getty Images) Google will start deleting inactive Photos and Gmail accounts next week, on December 1st 2023. This is a planned move that Google announced back in May, with the company explaining that accounts that haven’t been active for two years will face deletion. That includes wiping all content associated with an account, which could be Drive, Google Photos and Docs files. In a post on its blog, The Keyword, Google’s VP of product management, Ruth Kricheli, explained that this is a necessary security measure. “If an account hasn’t been used for an extended period of time, it is more likely to be compromised. This is because forgotten or unattended accounts often rely on old or re-used passwords that may have been compromised, haven't had two factor authentication set up, and receive f

MPs Disagree on Request by Judiciary to Increase the Number of Supreme Court and Court of Appeal Justices.

MPs have warned that the move by Gov’t to bloat the Supreme Court with 21 justices & Court of Appeal with 55 justices, will see taxpayers pay Shs37Bn in salaries & other emoluments in the mid-term, an expenditure they said is unsustainable in Uganda. You are telling us to create a bill of US$10Mn (Shs37.9Bn) annually, that is in the medium term. Oh dear, the taxpayer deserves better. Judges should be doing their job, they should be more efficient and more effective. You don’t know how many mothers are dying while giving birth up to today. And instead, we are allocating the meagre resources in areas where we think we can work differently and we achieve the same results," said Katuntu. The warning was issued by Abdu Katuntu (Bugweri County) who rejected proposals by the Judiciary, Law Development Centre & Uganda Law Reform Commission that backed the proposal contained in the Judicature Amendment Bill 2023, while appearing before the Legal & P

Gov’t has backed out of plans to establish a constitutional review Commission, citing lack of funds & has instead proposed to have this role to be undertaken by Uganda Law Reform Commission, yet the same entity is among the agencies set to be merged into the Ministry of Justice and Constitutional Affairs. "It is regrettable that the constitutional review commission hasn’t been constituted. In light of the financial constraints that we are facing, since we don’t have all the money for the constitutional review commission, we have decided to recommend to the President and Cabinet that the Uganda Law Reform Commission takes charge of the process," said Nobert Mao, Minister of Justice and Constitutional Affairs. 📸: Speaker of Parliament Rt Hon Annet Anita Among. Land Titles for Uganda's Embassy in South Africa are Missing.

📸: Acting Secretary Uganda Land Commission (ULC) Mr Andrew Nyumba. Uganda Land Commission shocked MPs when it revealed that the land titles for Uganda’s Mission in Pretoria and Ambassador’s official residency are all missing, with both the current and former ambassadors denying to have ever seen these titles while in office. "We actually got a request from Ministry of Foreign Affairs last week to avail these titles. We have checked in all our titles, unfortunately, we haven’t been able to come across the titles for the chancellery in Pretoria and the official residency. I talked to the current Ambassador Paul Amoru, he told me he has never seen those titles, but he agreed that he can conduct a search with the deeds office in South Africa, and if necessary, they can obtain a substitute," said Andrew Nyumba, Acting Secretary, ULC. Speaker Anita Directs Parliament to Expell Opposition MPs Who are Boycotting Plenary Sessions.

📸: Rt Hon Anita Annet Among, Speaker of Parliament. Speaker Anita Among has told off MPs attacking her on social media over her decision to expel MPs who have chosen not to attend plenary sitting, saying she’s immune to their attacks because the impasse on human rights violations was created by the Executive, and not Parliament. "Those who go to social media, TVs, radios attacking me over what I am supposed to do, telling you to be in the House, don’t waste your energy, because I am now immune, I am immune to your attacks. All I want is people to be in the house to do what you are sent to do, be productive. You are here to serve the nation, so if you can’t be here to serve the nation, then the Rules will apply. And when we discipline one person, we aren’t disciplining the party, it will be a personal liability," said Speaker Among. Parliament: Government Tables Judicature Amendment Bill 2023, Seeks to Increase the Number of Judges to Reduce Case Backlog.

📸: Parliament Watch. Gov’t has tabled The judicature Amendment Bill 2023, in which it is seeking to increase the number of Justices at the Supreme Court from 11 to 21 & increase number of Court of Appeal Justices from 15 to 55. Nobert Mao, Minister of Justice and Constitutional Affairs defended the increment of judges on grounds that there has been an increase in population, crime rates and increased awareness among the public of their legal rights which has resulted into the high demand for Judiciary services and court use. Acute case backlog requires more man power to deliver justice to the people of Uganda effectively. In the circumstances, it has become necessary to amend the Judicature Act, Cap. 13 in section 3 and 9 to increase the number of Justices of the Supreme Court and the number of Justices of the Court of Appeal as envisaged by articles 130 and 134 of the Constitution respectively," said Mao. According to Gov't, Case backlog as at 30th April, 202

WHAT DO WE DO WHEN SOMEONE DIES WITHOUT A WILL?.

📸: Unsplash. No one, not even Hajji Musa himself, expected to die when he did. One day he took his usual morning walk on the farm, just slipped, banged his head on a sharp stone and died just like that. So, there was no will, no instructions about how he wanted his 200 acres and wealth distributed.  Since then, there has been no peace in his home. Different family members have taken sides and even threatened to poison each other if they are ‘cheated’ out of their inheritance. Hajji Kawumi is worried about how his former friend’s family has been split and wants them to help them deal with the inheritance issues and distribution. What can he tell them?   WHAT DOES THE LAW SAY?  When a person dies without leaving a will about how they want their property dealt with, we say that person has died ‘intestate’ (dying without having made a will). When this happens, the law says that the family has to handle the distribution of the inheritance by getting permission from a court of l

Lango MPs Reject Move by Government to Exclude Akii-Bua Stadium from Hosting AFCON 2027.

Lango parliamentary group legislators have rejected the move by the government of Uganda to "maliciously exclude Akii-Bua stadium from hosting AFCON 2027. The chairperson Lango Parliamentary group, Kole District Woman MP Kole, Judith Alyek said the reasons given for lack of an airport and good roads are unjustifiable since construction of roads and airports are a function of government which "it failed to fulfill in Lango sub-region despite several calls" by its leaders to do so over the years. " Even then, the remaining three years are sufficient enough to have these requirements met. Lango Parliamentary Group distances itself from the proposal to construct Akii-Bua stadium in a phased manner since previous efforts to carry out the construction failed to take off and the sub-region got a raw deal. We also demand that the plan to construct Akii Bua stadium to host AFCON 2027 be maintained and implemented within the ti
